I kinda don't understand your diction, but it sounds like the person getting food stamps is haboring a fugitive,If thats the case then they need to think of the kids depending on those food stamps and get rid of that criminal.

I believe you should turn them in.  I am sick of the 'worthless', unmotivated, stupid, criminal and illegal, bilking 'MY' government out of money.  Turn them in to the Law and Welfare department.  Don't tell anyone you did it to prevent any repercussions from the 'scum'.  Heck you'll be doing the one 'jerk' a favor.... he'll have 3 square meals in jail.
