Applying for job...advice?

Applying for job, should I write a short letter with my application explaining or telling why I think I'd be good for the job. and my personal qualities and extra curricular activities even if im 17 looking for a job at sonic or a dine-in food place?

Also, how long should i wait before calling and asking the status on my application? what do i say?

Go ahead and write the letter, its called a cover letter.  Honestly for a job at sonic they may not expect this but it can't hurt you and might be a nice touch.  I'd simply wait a few days and call and ask if they got your resume and if they think they might be interested.  Also, don't limit yourself to one or even a few places - if you want a job apply lots of similiar places, they may not have a job but someone else might.
