Applying for visa to oz?

my friend is appling for a 2yr working visa to oz....does this involve medicals ,,police checks ect.....what eles? also how much should the whole process coast her?

An Australian skilled working visas (online application) fee costs AU$2,060 while a working holiday visa costs AU$190 excluding medical examination fee.

Only for about as long as I can remember.  Keep getting turned down. I'm a nice person, never harmed anyone, just want to live in a wonderful and beautiful, not to mention WARM land down under.  

Can't even get a lame 3 month tourist visa. They expect a return ticket, proof of a whole lot of money, and they want you to have planned your every minute you're gonna spend there.  

I found it's supposed to be the most difficult country in the world to get into.

I suspect being a U.S. citizen doesn't help, as seems as if Bush pretty much p*ssed off the world.. (but I didn't - not fair!)
