I'm applying to a tech school and don't want to tell them I attended state university before because I have a low GPA. I'm not looking to transfer any credits, I just want a fresh start. Will they find out if I appy for financial aid?

  1. Yes.  They will find out when you apply for financial aid.  You need to tell the truth.  Most admission applications make you sign a statement saying that everything you listed was the truth and all those applications ask what colleges and tech schools you have attended previously.

Lie and when they find out about it, they may suspend you. (See schools Code of Conduct).  I doubt the tech school would care about your GPA.  How well you did (or didn't) do in microbiology has not much to do with how well you can lay bricks or weld.
