I saw that appraisers can value higher valued properties, please give me the link that says so, I cant find it at orea.ca.gov?

Licensed appraisers are limited to transaction values under $1M by FIRREA (Financial Institutions Reform Recovery and Enforcement Act) in FRT (federally related transactions).  Certified residential appraisers do not have this limitation.

Trainees can no longer be mentored by licensed appraisers.  Their supervisor assumes almost all responsibility for their work.
