Archduke Karl Ludwig of Austria (30 July 1833 – 19 May 1896) was the father of Archduke Franz Ferdinand of Austria, whose assassination occasioned the start of World War I.

He was born at Schönbrunn in Vienna, the son of Archduke Franz Karl of Austria (1802-1878) and his wife Sophie of Bavaria (1805-1872). Vienna is the capital of Austria, and also one of the nine States of Austria. Vienna lies in the very east of Austria and is close to the Czech Republic, Slovakia and Hungary.

So technically speaking, Archduke Karl Ludwig of Austria's nationality is Austrian and German (from his mother's side). I'm not sure where you got the Hungary part from...
