which department or the right persons i should contact if i discovered important antifacts or complete city under the ground in Jerusalem,,iam so sure what i discoverd belong to Solomon.

Contact the archaeology department at the university in your area. But don't be shocked or disappointed if they don't buy what you're saying - claims such as an artifact belonging to Solomon would be near impossible to verify.
