  2. Yes, 1-800/866/877/888 numbers are toll-free numbers.

    One tricky point to remember is that they are not always free in both countries at the same time from a give calling area.  

    In other words, sometimes a 1-800 number issued in USA is not always a valid call from Canada, and vise versa.  

    I live in Canada and have called 1-800 numbers in USA where some work and some don't - it just depends on the carriers involved in routing the call.  If it doesn't work, you will often get a recording saying that "this number is not available from your calling area" (or something similar to that).

    Another caveat to this rule is that "some" VoIP services that offer pay-as-you-go and pay-per-minute service do charge for call to 1-800 number (but at a very low rate).  For example, I use InPhonex and CallCentric pay as you go VoIP calling services.  All pay-per-calls with InPhonex to 1-800 numbers is free.  But, CallCentric pay-per-call service charges .088 cent/min to 1-800 numbers (it has to do with carriers involved routing calls).

    So, 800 numbers are "generally free", but just depends and not always (but usually, yes).
