Are 15 minute breaks mandatory in a private company in Guam, USA?

I would think that a private company should have the discretion to operate their business as they see fit.

Of course, government is always too eager to step in and regulate how a company must run their business.

The DOL does not seem to require breaks, but there may be another regulatory body trying to enforce undue regulation on business in Guam.  The HR department of the company in question would surely know if breaks are mandatory, and if so, why.  It may be that the company itself has such a policy since most companys seek to attract and retain quality workers.
