Are ANY of the South African '419' perpetrators on the level?

It would be nice to REALLY offer help to a refugee family there build a new life for themselves in another part of the world, but, so it seems, the function of any U. S. participant is simply to part with 'front money' they will never see again....with the promise of 20-30% of a 'fund' that is stached away somewhere in a 'Vault'.

No they are not, they are all scams. If you want to help there are plenty of charities out there who will give you reputable information on how and where it is best to put your money.
