Are Actinides part of the Rare Earths?

Question

As in the Rare Earth metals, some websites state that only the Lanthanides, Scandium and Yttrium are Rare Earths then some websites say Rare Earths are made up of Lanthanides and Actinides. Very confusing, so are they part or or aren't they part of the Rare Earths?

Only the Lanthanides, Scandium and Yttrium make up the rare earths.
