lifan isn't in transport canada's list of admissible bike as found on registrar of imported vehicles page at www.riv.ca

so if it's a street bike you're after cause it's cheap.... you're s.o.l.  it's inadmissable and could never be plated

can only be a dirt bike, try ebay, or an outfit called tiger automotive sells chinese bikes.... lifan makes drivetrains for most of the chinese c**p i think
