Are Baby Phat Rush cards safe for teenagers?

My daughter wants one of thone Baby Phat rush cards. They are debit cards with a visa logo on them. I want to klnow if they are safe and are there hidden fees? Also how do they accually work? I see commercials about other debit cards, but how do they work without a bank account? Is there a catch? PLEASE HELP!!!!!!!

dont get her it, u risk her over spending, late charges, etc. Credit/debit cards = economic freedom = financial issues
