Yes, they are related. Highborn Nightelves are the ancestral race of all elves, whose closest relatives are the Quel'dorei (High Elves). After the brutal Third War, 90% of the High Elf population was wiped off the planet. Those who survived changed their names to Sin'dorei (Blood Elves) and began tapping into darker arcane magic for power. Because Night elf druids could not bring themselves to kill their brethren, the Blood Elves were banished, which is why they are a horde faction.

Yes. Blood elves (also known as High elves) are exiled Night elfs. They were once a elite magic-using sect called the Highborne but were exiled after helping the Burning legion by creating portals for them. The survivers after the burning legion then became the High elves (blood elves).
