Why not?  They're festive and inexpensive.  I think either the colored ones or the clear ones would be great.  Or how about those festive ones that people hang outside in the summertime?  I have a set with suns moons and stars that are really cool.  Those outdoor lights would be good, too, especially for a birthday in the summer.

Absolutely, but only in July.  This is known as a "Christmas in July" party and is quite fashionable.

Feel free to do other "christmas" oriented things as well.

I personally think the "Christmas in July" theme is kinda lame, but you could totally use the lights in your decor.  White lights add drama to everything, just make sure they're arranged well, or it could look tacky and messy.  ;)

Christmas lights, no but go to any party store and you can buy lights for any type party that you wish.  Luau parties are very popular and there are a myriad of choices for luau lights but there are lots of choices for parties, from asian to casino to whatever.  Check out your local largest party store chain or go on line with Party City or any similar large chain.
