  1. They are to a point.  They cannot measure the lowest 30 feet of a wind field, and as with all instruments, they need to be calibrated and may be prone to measurement variance if they are used outside their operational parameters.  The first two links below address the DOW and show the technical specifications.  The third link describes calibration details, and section 4 specifically addresses the DOW.
