not qualifying for a government managed anything is a good thing

an option to "opt out" is unlikely because a government run thing will fail if choice is allowed

No, the plan is to make insurance and care affordable.  Currently the options are very limited for those that cannot afford coverage or health care on their own.  For those that can afford health insurance, the options are steadily decreasing as costs go up.  Health insurance companies do not provide any health care at all.  All the insurance company does is guarantee that the bills will be paid.
