    The Irish Republic is a prosperous pariamentary democracy and a member of the EU. It is also a signatory to various treaties on the international respect for human rights, including the European Convention on Human Rights.

    Under the ECHR it is illegal for anyone to carry out torture for any reason. As a signatory nation, the Irish Republic is obliged to abide by the rules. As far as I know, it does. I am English but I'd trust the Gardai as much as I trust the UK's police forces.

    If I've understood your question correctly, the answer is yes, they are forbidden from torturing inmates and suspects.


  2. If they need to restrain someone they would need  to touch them. So, that's not forbidden.  

    But asaulting prisoners is illegal, though it happens.
