Are Indian government afraid of terrorists ?

yesterday's Bangalore blasts and today's Ahmedebad blasts show How India is vulnerable to terrorism.By record,no terrorist has still got punishment for heinous acts previously and government is saving Afzal Guru who is a big terrorist as to please minority section in country.
