  1. I dont know what city your in but if they look or are the offroad 4x4 they will pull you over.

HID's are so expensie because they arent your normal every day lght buld. below is a quote from yahoo answers if you want to know more about HID's

HID stands for High Intensity Discharge. It refers to lighting technology that relies on an electrical charge to ignite xenon gas contained in a sealed bulb. The technology of HID automotive lamps is similar to that of common vapor-filled street lamps. HID lighting doesn't have a filament but instead creates light by igniting an arc between two electrodes. HID lights get their name from the intense white light produced by the electrical discharge. HID lamps are also called xenon lamps, referring to a gas inside the lamps. HID general lighting has been used for years in sports arenas and stadiums around the country.

The color of the light source is expressed as its color temperature. As the color temperature increases, the color of the light moves from yellow to white to blue-white. HID headlights provide light at a higher color temperature than standard halogen headlights, which gives them a crisp white appearance.

  2. I suggest you check the KC website http://www.kchilites.com for specs on the lights you intend to buy. They should be able to tell you what the candlepower is and you'll have to compare that to the candlepower of a low beam HID headlight, if you can find that information. It should also list whether or not the lights are appropriate for street use.

btw...HID headlights are extremely bright, 100% blinding at night to oncoming traffic. ...and that's the low beams.
