Are Ministries required to have full coverage on Church vehicles used for transporting people to church?

Same laws apply for all people.  Only difference would be if it's considered a commercial vehicle.

Yup, they sure do....keep in mind that people are being transported and should anything happen, to them or if you are in an auto accident, you as the driver will be responsible for all damages...including people, and your vehicle.

yes full coverage is the rule.. They are transporting people so  to be on the safe side they need full liability insurance in case something happens and they get sued by a passenger.
