Are Obama's and Petraeus' counter-terrorism plans really that different?

Question

Isn't Obama's plan the macro strategic version of the General's micro tactical plan? (aside from the "The Surge", there is more to their policies than just their stance on an influx of troops...such as building alliances and using soft power, don't forget PAYING BOMB MAKERS OFF-THE REAL REASON WHY THE SURGE WORKED & WHY THE GENERAL IS A GENIOUS!)

Also On PBS -I watched a program  (Front line I think it was ) where tribal leaders made Peace and formed an alliance against Al Qeada  in Iraq as well. I guess money talks -what can I say . Probably Obama will listen to Petraeus -in fact I know , he said he would consult with the commanders of Iraq.

I hope Obama will become President this November.
