Since Mr. Putin gets lots of money from Iran rather than solely relying on Russian taxpayers?

Mr. Putin is very smart. Some consider him to be the richest man on the planet.

He came to power in a corrupt Russian, and manged to clean up the corruption and install his corruption in the process.
