As long as you feed a sea gull it will hang around, and even become brave enough to eat out of your hand, but do not enjoy being petted like pets do.

But if you get a sea gull that is young enough you might have a  chance of having it for a pet

And only if you keep it in a cage and what kind of life is that for a bird that can fly 100 feet over the surf with out a stoke of the wing to stay in flight

Sea-gulls can't be. They're habits include flying alot because they've got a slower metabolism. You could get a dove as a pet.
