For cars and trucks, they have been illegal for many, many years.  They are actually dangerous, and have no actual practical use in a modern power-steering-equipped car, or a smaller vehicle that is light enough to not require power steering.

Yes they are, they have been banned for a long time now.

They were popular in the 1950's and 60's because of the lack of power steering in most cars, so to compensate manufacturers made the steering wheels bigger and thus made it easier to turn the wheel, but this meant more wheel to turn so those k***s made steering quicker.

Why were they banned?

Because if you ever hit a curb and lost your grip on the k**b, it would come all the way around and break your wrist.

However they are not illegal for forklifts, so if you want one just go to your closest forklift dealer.
