If yes,then which one of these is a government service and which one is private?

UPS - United parcel Service is a private company.

No! USPS is the United States Postal Service chartered by the US Government in 1784. UPS is United Parcel Service, a public corporation started in the early 1930's. Main difference is UPS generally has better and faster service albiet at a somewhat higher price.

No.  USPS is United States Postal Service and UPS is United Parcel Service.  UPS has always been a private enterprise.  USPS started out as a government entity until they were partially privatized.  They have to turn a profit to support most of their operation, but they're still subsidized by your tax dollars to some degree.
