Couldnt a USA resident travel to CUBA via Canada without licensing?

    U.S. citizens and residents must be licensed by the U.S. Department of Treasury in order to travel to Cuba. However, travel to Cuba is restricted and only select categories of travelers are licensable.

    Tourist travel is not possible under U.S. law. Business-related travel is restricted to persons engaging in or arranging for permitted export sales, such as the sale of medicines or medical equipment, or for food or agricultural goods to non-governmental entities.

    The Treasury Department considers specific licenses on a case-by-case basis for educational exchanges, for travel in connection with humanitarian activities, such as providing support for secular and religious activities of churches in Cuba, and similar activities. Tourist travel is not licensable and business-related travel is restricted to persons engaging or arranging for permitted export sales, such as those mentioned above.

    Should a traveler receive a license, a passport and visa are required for entry into Cuba. A U.S. passport is the only form of proof of citizenship acceptable to Cuban officials. Attempts to enter or exit Cuba illegally or to aid the illegal exit of Cuban nationals are punishable by jail terms.

  4. A lot of US residents travel via 3rd country to Cuba. Cuba does not stamp passports.

    If you travel through Canada, it is advisable to purchase your tickets in cash to avoid paper trails and do not bring back receipts, souvenirs, etc back into the US when returning.

    As Richard K said, you'll receive a tourist card (which is the only thing that gets stamped)...but it is not attached to your passport and is discarded once it's no longer needed.

    If you want to travel to Cuba from the US, you need a travel license through the OFAC.

    Travelling is not illegal...spending money in Cuba is what is illegal....thus the embargo.

    Most don't usually have problems when travelling through 3rd countries.

Yes but there are severe restrictions put in place by the American government.  Unfortunately the U.S. government is influenced by the dissidents in south Florida who hold the rest of the American public ransom.  Politicians are so afraid of losing those votes and their cushy jobs they prevent Americans from legally going to Cuba where the rest of the world enjoys the hospitality of the Cuban people.  As for the so called argument about human rights,   it is so hypocritical that Americans are allowed to visit China, probably the world’s greatest abuser of human rights the world short of Adolph Hitler has ever known.  Edit:  Many Americans travel  to Cuba from Canada.  there is no license you would be provided with a tourist card by the wholesaler or air line the same as Canadian tourists.  No problem from Canadian or Cuban authorities.
