They are to a large extent. They looted the continent during colonial times at  the force of arms. Now, they loot the continent through unaffordable loans and agricultural subsidies to drive down the prices of the commodities the Africans produce. There are other factors as well. Corruption is rampant. While civil servants delighted in gaming the white man with whatever scheme they could get away with during colonial times, the white man is now gone and ripping off the people is the new game in town. Tribalism does not help, either.

Hard to judge this.

Today, they have more luxury then they had 500 years ago, but aparthide caused much suffering.

Now they have their continent back and it is, perhaps, worse for the average person than is was during aparthide.

I would say that as the countries heal themselves they have a chance to do what China did, which is to get a sound economy and relativly safe community.

Or they could do what central America has done since the West departed and just have an endless tide of dictatorship and coup.

It is so sad what the vulnerable go through now. And it is a burden to have such suffering in the world. For the peace of the world I hope they develop each nation into unity.

When US aid comes into a country, the GNP goes up. This helps banks and corporations doing business in the country. However, one surprising fact is that the rate of starvation goes up also.

Corporate globalization is efficient at extracting wealth and leaving the people is worse shape. Often repressive regimes are supported to allow control of human and natural resources. The government will use a police force to create terror and mainain control.
