Generally young adult books are considered reading level grade 7 to grade 12.

There's basically two types of YA.

There's the 7-13 crowd. (ex. Harry Potter, Artemeis Fowl, Bartemeus, American Girl, the Princess Diaries, Angus, thongs, and full frontal snogging, Uglies, exc.)

Then there's the 13-20 crowd.  (ex.Enders Game, The Supernaturalist, The Midnighters, A great and terrible beauty, The Wandering)

Generally the way to differenciate is what gender the main character is. This is not always applicable, mind you, but the 7-13 crowd usually consists of male characters. The 13-20 crowd has mostly girls.

no seven is way to young for some young adult books.  Usually 12-18

It depends about the maturity and intelligence level of the kids, but usually it is 12-18.  There are some books that obviously cater to the younger half, and some that obviously cater to the older half.  All in all, it depends on the kid.  I read Ender's game at age 11.
