Passengers usually don't come directly to the ticket counter to purchase a ticket. The majority of tickets are purchased online.

I'm not sure how they would handle it, other than calling airport police....

I know for a fact that if an airline employee feels threatened or has suspicion that a person is drunk, they have the ability to not let them board.

Why not? A drunk needs to get to someplace, just like a sober person does. AND it's not against the law to get drunk.

They can sell tickets to anyone.  They can prevent a drunk person from boarding, however.

It probably depends on their behavior, like if they are being loud and disruptive then they should not be allowed on the flight.

I have refused to sell tickets to persons who were obviously drunk. I have also prevented other ones from boarding flights. FAA regulations prohibit boarding "drunks" and other persons who might be a hazard to themselves or others.
