Are all GPS systems the same?

Does it matter what country I buy a GPS system in? For example, if I get one in Australia, will it work back in the U.S.?

Some of the more expensive ones will include world maps but the cheaper ones usually only have maps for the countries they were bought in. Also more expensive ones will let you download new maps to them and download map updates and more POI
