Are all Navy personal assigned to Destroyers, cruisers, and other such ships provided with steel helmets?

the ship carries them.  they are not assigned to 'you' per se, but to your Battle Station.

Yes, they were at the time I served on a Destroyer----do not know the present Naval Regulation.

Steel helmets were located in the damage control repair locker.  The regular fire fighting helmets were used by the teams manning the fire hoses, as the team leaders and investigators.  The other repair teams wore the steel helmets.

The steel helmets were not issued to each individual; sailors just grabbed them from the holders during drills, along with an inflatable vest.  All damage control gear stays on the ship.
