There is a thing  called a telephone and another called a phone book. Look up the number in the phone book and use the telephone to call them to find out.

No, and some only do certain services on Saturdays. So the best thing to do is to call or go to the website first before going. Because you would hate to go there and wait for 4 hours (which by the way is normal on a Saturday) only to find out that you have to come on the weekdays only to do what yo have to get done.

In USA, we have 50 states with 50 rules.  And within each states, different region have different office rules.  And you don't say where you live.

so you really need to check with your own state DMV web site.
