All priests are, technically, qualified to perform the Rite of Exorcism, but the Bishop of the Diocese must first approve the rite.  Many priests choose not to perform this ministry because it extolls tremendous psychological stress on the priest who faces a person who is possessed by a demon.  

    The Catholic Church holds a cautious eye over cases where the Rite of Exorcism is requested.  The Church looks over all medical and psychological diagnoses before they authorize an Exorcism.  Many times, the person needing an Exorcism is suffering from some kind of psychological disorder or break.  For example, dissociative identity disorder can cause a person to create an alternate personality.  Many times, that alternate personality says that it is a demon of some type.  So, the Cathoic Church makes sure that the case is worthy of Exorcism before it authorizes its use of the Rite.

    Many other Christian denominations also believe in demonic possession and the use of some type of exorcism; however, those practices tend to be less refined as the Rite of Exorcism, performed by the Catholic Church.  Often, they are rudimentary in nature, and somewhat dangerous.  There are many horror stories of Protestant ministers attempting to perform some type of exorcism and the results are often some sort of violence against the "possessed," and have led up to the death of the person "possessed by the demon."

    Basically, similar to the way that the Catholic Church examines claims of miraculous events, the Church examines the "possessed" person's medical / psychological condition to ensure that the Rite of Exorcism is administered in the event of actual demonic possession.  Therefore, Exorcisms are very, very rare.  But, to answer your question, any priest can perform the rite, but they need approval from the Bishop.
