  1. all properties everywere need to have a lease - even if its just verbal it is still a lease.

    Most states require that any lease of a year or more be in writing.


  2. There is no requirement that properties be covered by a written lease.  In the absence of a written lease, the rental agreement falls under the statutes of the State of Pennsylvania and/or of the City of Philadelphia, if there are city statutes which supercede any state statutes.

  3. In a way, yes.  But leases under 1 year can be verbal and still be legal.  Whenever a landlord hands over keys to a tenant, some words are spoken.  Those words become the lease if nothing else is signed. /
