Are all state fair midway games fixed?

State Fair/County Fair/Carnivale...are all the games fixed? It seems like it, but someone told me that the cops check to make sure they are fair.

LET ME TELL YOU, I RUN GAMES AT THE CANADIAN NATIONAL EXHIBITION.

Don't even play the racing/derby related games. The game is not fixed, but sometimes it just doesn't make sense! You look at the results, and you're like WHAT? The customers complain, but you have to go with what the game tells you.

Plus you pay $3, and end up walking away with a crappy little toy.

ONLY PLAY GAMES OF TRUE SKILL.
