It strikes me that unless those who KNOW they could do better in running the Country / County / City / Village, get off their bottoms, there will always be trouble in the World. ( Starvation; Civil-Wars; International-Wars; Crime. ).

They might very well be but at least they are the once who survived the "though times" with the Elders of their times.
