This really depends on a case by case basis, since individuals have different chart influences and so on. If planets indicating expressiveness such as the Moon are found near the Ascendant or in the 1st House, then this person would likely to be better at articulation.

Also, it all depends on how much their ruling planet, Mercury, is aspected in the charts. For e.g. if Mercury trines their Ascendant or Jupiter, then you'd expected them to be above average in verbal communication.

On the other hand, if Mercury is in Retrograde motion in the chart, then this might affect their articulation abilities as they are more painfully self-conscious then most others. On a final note, Virgos are generally more introverted and analytical individuals, and their self-critical streak  is likely to make them more careful of what they say as well. Thus, compared to the other Mercury-ruled native, gemini, the may not be as good as articulating their words as they tend to over-analyze and think too much.

Nevertheless, if they have a more outgoing active Ascendant, this might help to offset the problem.
