Are any of the amendments for the environment or animals?

I would like to know if anyone has brought up or supports stiffer penalties for animal cruelty or for saving our ice caps or our endangered animals and forests.

Although none of the Amendments to the US Constitution deal with animals, animal cruelty, or endangered animals, there are a number of laws which do.  To clarify, an amendment formally means a modification or addendum to a document, but is commonly used to refer to Constitutional Amendments.  You can read all 27 amendments in the first reference.

    Congress, as well as state and local governments can pass laws as well.  There are many federal laws which protect animals, including most notably the Endangered Species Act.  Some laws are also aimed at protecting the environment (but not specifically targeting animals), such as the Clean Air Act.  A list of important federal laws is in the second link.

    Local governments and states almost always have some protection against animal cruelty, and often have passed other laws aimed at the protection of animals or the environment as well.

    As to whether the penalties should be increased for violating these laws, I tend to think the answer requires a good deal of careful study.
