I believe you would have to have a special license, I'd check with your local fish and game department.

Pretty sure it is legal to sell in any place that it is legal to hunt the bear. You can get it at the local butcher where I live, but you can also hunt bear here too.

But really that would be my guess, legal to hunt-legal to sell.
