No, bettas and their close cousins in the anabantoid group all make bubble nests.  You might know them better as gouramis.

Bettas and gouramis make both make bubble nests. So do paradise fish, their a type of gourami but most people don't know it. Other fish are livebearers and egg layers (without bubble nests). Bettas and gouramis are close realitives. And a paradise fish is basically cross between those personality wise.
