It depends on the definition of "psychoactive". Both those drugs have effects on mood and cognition.

Yes, caffeine and alcohol are psychoactive because they have an effect on mood and cognition.  Caffeine is mood elevating and stimulating; it was one of the first stimulants.  Alcohol has a profound effect on mood, behavior and cognition.  It's one of the most famous of the depressants.  

It is interesting that two of the worlds most popular substances are psychoactives.

Yes, any and every drug that acts on the central nervous system (makes you feel different/stimulated/relaxed) is psychoactive. Caffeine is actually a more dangerous drug than LSD.

yes since they affect our behavior and thoughts but they are not illegal they sell coffee to me and im a kid :)
