Are central American and Mexican more racist toward Blacks than other Latino?

Puertorican from east cost seam to get along well with blacks while Mexicans don't like to have blacks in their neighbourhood.

If indeed Latinos are as racist as you seem to imply then why are all the black race riots happening in the USA and none in Latin American countries?
