  1. Yes. Coconut palms http://en.wikipedia.org/wiki/Arecaceae  are a type of palm tree, like date palms. Palms are monocots, which are a type of angiosperm, or flowering plant. All plants higher than bryophytes (mosses at al) are vascular and are called tracheophytes because they are vascular. This includes the pteridophytes (ferns et al), gymnosperms (cone bearing evergreens et al) and the angiosperms (flower bearing plants,  grasses, fruit trees and deciduous trees)


  2. Yes coconuts are vascular plants.they show the presence of well developed conducting elements i.e. xylem,phloem. Infact coconuts are classified under vascular plants.
