Are commissaries really that much less expensive than, say, Walmart?

Being in the military, I assume you are referring to the shopping centers on-base. (I am not sure if there are other non-military commissaries..)

What I have found is that the commissaries are often not cheaper on individual items, but if you compare over time, you are saving a lot.

They tend to have a lot of short sales, but for a very big discount. And often these sales aren't advertised. Like for example the other day I stopped in to grab some milk and they announced that Pepsi products and Bulk cereal all were 50% for the next ten minutes, so I stocked up on some cereal.
