  1. Most of Cosmos species, including C. bipinnatus ( cosmos plant ), are native to Mexico and the southwestern United States.

    Cosmos and its hybrids are available to gardeners, rarely in the wild of tropical and subtropical America, especially Mexico, but widely introduced elsewhere. It has escaped and naturalized widely elsewhere in the flora area (and in warm climates almost worldwide)

    It is reported from Europe ( Germany ), Africa ( South ) and Asia ( Japan ), so it is not impossible, that you also can find it in a Philippine garden or as alien in the wild.

  2. If Wikipedia can be trusted, and assuming this is the same cosmos plant, they're reportedly restricted to the Americas.
