Are cotton towels recyclable?

If so, what can they be recycled into?

Sure.  They can be reused as towels, turned into quilt "batting", taken apart and the fibers respun or turned into feedstock for rayon, or they can be composted.  And lots of other things.

We pass our along to a veterinarian who uses them as bedding. When they are too worn for that, the cotton can be recycled as paper.

They are not recycled but they are washed and used again and the cycle continues until they are warn out and discarded.
