  1. quick answer is yes.

    and then no.


  2. a) depends on their job and their disability.  A deaf person trained as a computer programmer could still be employed as a computer programmer, so they would still be fully employed, but a person trained as a bus driver who goes blind could not keep their job, so they would have to enter a job below their qualifications and would become underemployed.

    b) absolutely, as long as it doesn't prevent them from doing their job.  I'm pretty sure it's illegal to fire or not hire someone because of a disability irrelevant to their field of work.
