  1. Yes - one assumes they are and a DJ is more likely to be aware of the nose-level than a friend walking past a sound-sytem and turning up the volume at 2:00am!   It is expected you should notify your neighbors in writing (all the houses in any direction who will hear The Party).  Tell them you will be having a party (date and time) and the music will be turned off by midnight.  You, also, need their permission for cars to be parked in front of their homes as there may be a Grouch living near you who will call the police to report he needs the space for visitors (or something).  If some neighbors have dogs, they will want to bring them inside (usually) so the dogs won't be upset at the "strange happenings" and spend hours barking.  It would be considered very nice of you to invite your neighbors - it is, very, unlikely that more than 1 or 2 out of 20 will come but it's a polite gesture on your part.

Call the city clerk's office to find out about noise ordinances as I'm sure that, in most places, the cut-off time is midnight and I'm sure you don't want to have to pay a fine should the police arrive.

Have a fun, and safe, evening and don't forget to send "someone"out to be sure no cars are blocking driveways as it's illegal to block access to anyone's driveway in case an ambulance or fire truck needs the space.

  2. Will the party be outside? If so, you may need to check with your homeowners association or with local zoning.

Even if they are allowed, you'll want to turn down the volume by 10:00 or so out of courtesy for your neighbors.

Rather than having a DJ, you may want to load tunes on your ipod or similar device and just plug into speakers. This works great! (and costs less!). Just keep the volume under control :-)
