the state they are in doesn't change their being food or not.  yes, they are food - and indeed raw eggs are consumed in a number of ways - quail eggs used on sushi and dropped into beer in a sushi bar.  Some people put raw egg into a protein shake.  It also is a part of traditional Caesar salad dressing.
